AI Chatbots Provide ‘Misleading and Partial’ Voting Advice, States Netherlands Regulator

AI chatbots are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democratic processes just over a week before the country’s general election.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a report published ahead of the 29 October election.

In more than half of the cases, the AI recommended either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the stances of these political entities, the report pointed out.

Official Warns Against Using AI Chatbots for Voting Guidance

The vice-chair of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that did not necessarily align with their political views, she added.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and hard to confirm.”

Election Context and Party Dynamics

The Dutch head to the polls on 29 October in an electoral contest that will be keenly observed around Europe for the showing of the Freedom party.

The far-right party of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors yet to make up their minds.

Every significant political faction have ruled out an alliance with the Freedom party, implying the party that comes second is most likely to provide the next prime minister.

Inadvertent Prejudice Linked to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
